City of Belmont Police Department issued the following announcement on July 26.
The Belmont Police Department is not sponsoring, or hosting this event. The group approached the city, as any other group would, and asked to do this for clown week. No permits are required because they will be in public places where all citizens are allowed to gather.
The only involvement we have is notifying our citizens of the event.
We utilize social media to keep our citizens informed.

This event is not International Clown Week
Starting tomorrow there will be clowns throughout Belmont who have volunteered to hand out bottles of water in celebration of International Clown Week. International Clown Week is meant to recognize the efforts clowns across the world put in just to make people laugh.
This post is for informational purposes. The Belmont Police Department would like to make the community aware of the volunteer clown groups that will be in the area for this celebration.
