Congressman Tim Moore has introduced the No Budget, No Pay Act in the House of Representatives. The bill would prevent Members of Congress from receiving their salaries during any fiscal year until both chambers have approved a budget resolution and passed all regular appropriations bills for that year.
“Congress has a responsibility to the American people to pass a budget and appropriate funds in a timely, transparent manner,” said Congressman Moore. “For too long, Congress has operated through continuing resolutions, omnibus spending packages, and last-minute shutdown threats — it’s done nothing but lead to our debt crisis. The No Budget, No Pay Act will enforce a return to regular order by holding Members of Congress directly accountable: no budget, no paycheck.”
The legislation’s original cosponsors include Representatives Nicole Malliotakis (NY-11), Bob Onder (MO-03), and Mariannette Miller-Meeks (IA-01). Senator Rick Scott previously introduced similar legislation in the House.
Congressman Moore has previously requested that his own pay be withheld during government shutdowns. He is also a member of the House Budget Committee. Each year, Congress is responsible for passing a budget resolution followed by twelve appropriations bills that fund discretionary spending; this process is separate from mandatory programs such as Social Security, Medicare, and Medicaid.
In 2024, Timothy K. Moore won his general election against Pam Genant with 58.1% of the vote compared to Genant’s 41.9%.
