Tim Moore introduces bill targeting bounties placed on law enforcement

Congressman Tim Moore (NC-14) has introduced H.R. 7114, known as the No Bounties on Badges Act, in the U.S. House of Representatives. The bill aims to allow federal rewards for information that leads to the arrest, conviction, or prevention of those who offer bounties to harm or kill law enforcement officers.

“As law enforcement officers across services are increasingly targeted by radicals, Congress has to do something to stand up for them,” said Congressman Moore. “I’m disgusted by the dangerous rhetoric likening police officers to Nazis — and now some are going even further, literally putting a price tag on their lives. That’s why I introduced the No Bounties on Badges Act in the House to send a clear message that if you put a bounty on our officers, we’ll put a bounty on you.”

The legislation would expand current federal reward authority so it explicitly covers attempts to intimidate or target police through paid incentives.

Original cosponsors in the House include Mike Ezell (MS-04), Troy Nehls (TX-22), Vern Buchanan (FL-16), Rick Crawford (AR-01), and John Rutherford (FL-05). The Federal Law Enforcement Officers Association and the NYPD Sergeants’ Benevolent Association have endorsed the bill.

In the Senate, Senator Rick Scott (R-FL) introduced similar legislation with cosponsorship from Senators Tedd Budd (R-NC), Mike Lee (R-UT), Pete Ricketts (R-NE), John Kennedy (R-LA), and Lindsey Graham (R-SC).

Moore has previously advocated for policies supporting law enforcement safety. Last year, his Improving Law Enforcement Officer Safety and Wellness Through Data Act was passed by Congress with bipartisan support.

According to data from the National Fraternal Order of Police, 347 officers were shot in 2025 while on duty; 45 died as a result. There were also 67 ambush-style attacks leading to 90 officers being shot and 22 killed. The Department of Homeland Security reports that assaults against federal law enforcement have risen by 1,300%.

In recent political developments, Timothy K. Moore won re-election in 2024 against Pam Genant with 58.1% of the vote compared to Genant’s 41.9%.
